"ability" when you buy new players

Hello!

I have a question : somebody could explain me "the ability" when you buy a new player in the transfert list?

For exemple, a man with 1000k value but 6/10 in ability will be a better player than a 750k player with 10/10 on ability? (it seems that the ability increase the next year)
