Maybe...

The thing I've noticed is that the few goals going in are lame goals. Stupid shots the keeper should save. But all the "set"goals we have from" regular" ko2 are gone. No trapmove, no lobs, no Mr Dig...

not scoring regular goals is not necessarely a bad aspect if the game supports different range of goals.
Unfortunately this seems not the case, at least playing with the default teams

Yes, very much agreed. The lack of "set-goals" is a bonus in my eyes, but at the same time the keepers are incredibly hard to beat, and the ai's defense is equally hard to penetrate.

Been playing this recently following the Zzap review which gave a bit of info regarding the game.

It stated that (and they may be wrong)

'The strategic weakness of the Kick Off 2 formations has been rectified. Before, the tactical movement of the players only depended on the ball position. In Final Whistle it also depends on which team is in possession. This makes it much harder to bypass the defence by just hoofing the ball down the pitch to a goal-hanging forward'

It also mentions how the offside is a bit useless as you cannot play through balls as it works if there are no opposing defenders in front of you.

I agree with the comments mentioned in this thread, the keepers are rock hard, but that is not really a bad thing. The KO CV is still the definitive, would be nice to include the FW keepers in there as an option though - if possible

I always thought Return to Europe was the best version- at least on the Atari ST.
Slightly easier to score, from memory, particularly with players with high shooting attributes who could hit powerful shots that went through the keeper
