New rule proposal: Get rid of penalty kicks
During the last WC in Milan, several people complained about the penalty kicks process that decided tied matches. And that's understandable, as it's monotonous and gives no real pleasure to the winner. So I was thinking - do we really need it? If you play an extra match, you kind of lose that 'epic battle' feeling of a playoff game. But if what if you can continue playing the same one?
I talked to Steve and he assured me that the modification shouldn't be difficult for him to make. So here is my proposal:
-Get rid of penalty kicks
-If an extra time ends with a draw, keep playing extra times until there's a winner
-Players will stop getting tired after the end of the first extra time (otherwise they risk becoming too slow to play)
What do you think?

Penalty shootout between 2 decent players becomes more like a long painful coin toss than a game of skill. Replacing that with some extended KO2 action gets my vote.

Golden goal encourages lockout vs lockout, however this proposal is more a relentless epic fight to the death.

Golden goal would favor the one who has the kick off a lot...
So Silver goal would be pretty much what the proposal says, but instead of having to play the full extra time you only play one half if one person is leading, correct?

If you concede a goal with Silver goal you may have no time to comeback.

If a game, after Extra Time has yet to decide a winner, I say we go to Silver Goal. No need to play 2 halves, if one of the players can score during the first half. And yes, Golden Goal would benefit lobbers (and various ko-routines). If playing two full extra-time-halves, you use more time finsishing the match. And time is always a factor. I say after the regular Extra Time, we go to Silver Goal Extra Time.

I quickly glanced at the previous WC games on alkis.org. I counted 46 games that went to ET in World Cups, and 18 went to PKs (it was 41:13 before Milan, for some reason all 5 ET games went to PKs last year). So looks like there's a 30%-40% chance of not having a winner after one ET, and on average there's 2-3 games per WC that go to ET.
I don't like a Silver Goal solution because it gives a player an unfair advantage of getting a Kick Off. This is a huge swing for someone that are really good at their KO routine. There are also enough nuances to playing up pitch or down pitch that would make the coin toss significant factor, which gets away from the point of this, which is to decide the match on main game-play skills.
Remember that we would be taking away the time it takes to complete a PK shootout, which could easily be 30-40 penalties x 10 seconds after it is all said and done, so I don't think playing a couple more minutes is going to be a big deal, and it would be more fair. Based on the stats above, it is very likely that there will be a winner after 2 ETs, and I don't think it will affect the tournament logistics much, if at all.
