WC Committee

Postby dnielsen » Sun Jan 10, 2016 9:35 pm

We wish to establish a WC Committee according to the charter below. It has become clear that this is necessary.

The KOA has no rules for adopting a charter like this. While all thoughts are welcome, we kindly ask that we use our suggestion as written for one year. Then the democratic process described in the charter can be used to make changes from then on.

Regards,
Dagh N
Thor S

WC Committee

1. Objective

To preserve the tradition and entertainment of the KO2 World Cup.

2. Charter

Each year, the WC committee will initiate and oversee the processes for determining the following:

The WC host.
The WC rules.
The WC player seedings.
The WC fixture format (in collaboration with the WC host).

In addition, the WC committee is to be a resource to the WC hosts: Answer questions, offer advice, and help involve the whole of the KOA in working with the hosts to create the best possible WC.

The WC committee may appoint people to help it with its doings.

The WC committee will decide by majority within the committee when required.

The WC committee will keep the KOA updated on its doings and decisions in a log thread in the forum.

In all its doings, the committee members are expected to engage the forum in an open and transparent way and to reply to questions and, on request, offer reasoning before as well as after its decisions are made.

3. WC host process

The WC committee will initiate and oversee the process of determining the WC host, as follows:

- Set a deadline for WC host bids and welcome all bids.
- Request information from bidders as seen fit.
- Help bidders vet their practical ideas for the event (how many computers are approximately required, can we play in a sauna and live in a tent, and so on).
- Set up a vote for determining the host, if required.

If issues arise of one kind or another, it is up to the discretion of the rules committee to figure out how to deal with the situation, in cooperation with the forum of KOA people.

4. WC rules

Will be determined according to the WC Rule Protocol.

5. Player seedings

There is no particular way to do the WC player seedings. The committee will appoint qualified person(s) to suggest seedings, and after discussions, the seedings will be approved by the committee.

Discussions before final approval may be done in the forum for everybody to participate in, if it is not seen as too contentious an issue.

6. Fixture format

The WC fixture format will be decided on in collaboration with the WC hosts. The WC committee shall make a post in the forum and invite everybody to give their opinions before the committee makes its final decision on the fixture format.

7. Membership

The WC committee will for now consist of Dagh N, Gianni T, and Robert S. After January 1st, 2017, the membership (and the way to decide the membership) may be subject to change according to the procedure for changing this charter.

8. Changing this charter

If adopted, this WC Committee charter can be changed by the following procedure:

Make a suggestion for a change and hold discussions about it.
Get support from at least 10 people who favor a vote on the change.
Organize a vote with at least 30 days of voting.
The vote is held among participants of the last 4 WCs.
The change is adopted if both of the following conditions are met:
-The number of votes in favor of the change is greater than 50% of the average attendance of the previous 4 WCs.
-The number of votes in favor of the change is greater than 66% of the votes cast.

Fully support this, I think it'll be a big step forward for the KOA.

I've only got one question about this;

Q - Why is Dagh N thought to be a member of this committee?
I wont in any way, shape or form try to discredit Dagh's level of intelligence, but from my recollection he's never been part of organising a world cup. And in my humble opinion that should be a minimum demand for a member of this commitee.

Part of the charter of the WC committee is to manage any rule change proposals. Dagh has demonstrated through all his educational material and on many other occasions that he has close to unrivaled understanding of the gameplay and is able to provide deep, objective explanations of the impact of different settings. Robert and Gianni have plenty of organizing experience.

Now, this is really about leveraging the experience of, and involving the community as a whole, so let's get behind these guys!

Very good argument. I didn't think of that. I totally agree.

This sounds like a very good idea Dagh. Possibly a formalisation of what we have already. My feeling is that people spend a lot of money to go to a World Cup, so it makes sense that something is in place to ensure the experience that they expect / are used to.

It's also a good idea to have some kind of infrastructure in place so that new places and people can host the WC with the support of this committee.

I think the main role of the committee should be to encourage bids to host the WC, and offer support, but at the same time assess the capabilities of the bids.

FIFA do this very well... there is no way, for example, that a country like Qatar would get the World Cup.

Shall I make this a sticky?

Very good idea! I actually thought about this during christmas when going thrue the tournament-forum-mess, that we would actually need a board to make the decisions ahead of the yearly Wcup. Though, I never dared to post it when I feared Swift would go mad if I would come up with the old Stox suggestion.
