No, there's nothing special about it at all. You just pop your USB stick into the PC, format it, using FAT32 as the file system then copy selector.adf onto the USB stick. Root simply means it doesn't go into a folder on the USB stick. I do have a copy of selector.adf, which I am happy to send you vi...

Yes, I can help. You need a USB stick formatted to FAT32, and you need to copy a file called selector.adf onto the root of the USB stick, after which, it is simply a case of copying the adf file of the game you want onto the stick. Never have the World Cup been at the end of November. More likely either late October or one of the first weekends of November.
